11-472. Keeping of blotter

A. The recorder shall keep a blotter in which shall be entered as soon as reasonably possible after every instrument is accepted for the record the nature of every instrument filed or recorded, the parties thereto or affected thereby, the time it was accepted for the record and the fee paid for the filing or recording.

B. Until the information pertaining to an instrument accepted for the record has been entered on the blotter, as required by subsection A, the instrument, a copy of the instrument or a record of the instrument must be available to the public for inspection and copying from and after the time it has been accepted for the record. The instrument, a copy of the instrument or a record of the instrument which is available to the public for inspection and copying shall disclose the information required by subsection A.
