SECTION 41920



41920.  Allowances to school districts for the educational
technology local assistance program established pursuant to Article
15 (commencing with Section 51870) of Chapter 5 of Part 28 shall be
determined using as a guide twenty-five cents ($0.25) multiplied by
the number of pupils enrolled in the California public school system
during the preceding fiscal year, for purposes of instructional
television programs.
   It is the intention of the Legislature that the system of
allowances above the amounts prescribed by this section be used only
as means to establish a proposed level of funding for the educational
technology local assistance program. It is further the intention of
the Legislature that the actual funding level for the educational
technology local assistance program be provided each year through the
annual Budget Act, commencing with the 1984-85 fiscal year. Any
activities mandated pursuant to the educational technology local
assistance program shall be undertaken only to the extent that funds
are appropriated for support of the activity.
   Allowances for the educational technology local assistance program
shall be made by the State Board of Education upon the advice of the
Educational Technology Committee, subject to the provisions of
Article 15 (commencing with Section 51870) of Chapter 5 of Part 28.
