92100.  Any sum of money specifically appropriated to, or for theuse of, or expenditure by, the Regents of the University ofCalifornia, other than money appropriated by a state budget act forthe general support of the University of California, may be withdrawnat any time in its entirety from the State Treasury, at thedirection of the Regents of the University of California, upon awarrant payable to the treasurer of the Regents of the University ofCalifornia.92101.  The Regents of the University of California shall submitreports to the State Public Works Board of any allocations made bythe Regents of the University of California pursuant to theprovisions of this article.92102.  Notwithstanding any other provision of law, the portion ofeach sum of money which has been or is appropriated or allocated tothe Regents of the University of California for capital outlay whichremains after the purpose for which each sum was appropriated orallocated has been accomplished, and which has been or is withdrawnfrom the State Treasury by the Regents of the University ofCalifornia pursuant to the provisions of Section 92100, together withincrements, by way of interest or otherwise, on the appropriation orallocation, shall be used and expended by the Regents of theUniversity of California in executing and furthering the building andimprovement program of the University of California. These sums shall not be allocated by the Regents of the Universityof California to projects for the purpose of augmenting a projectwithout prior approval of the State Public Works Board of therequested augmentation. Each sum shall be available for expenditure in payment of anyencumbrances incurred without regard to fiscal years. However, anyunencumbered balances existing as of the date on which eachappropriation or allocation otherwise would lapse shall then revertto the General Fund.
