52421.  The director and the commissioner of each county actingunder the supervision of the director may do all of the following: (a) Cooperate with seed-certifying agencies which are officiallyrecognized under the provisions of this chapter. (b) Supervise the harvesting, cleaning, and packaging of any seedwhich is eligible for certification, and the affixing of labels andseals to it. (c) Examine, sample, and test such seeds. (d) Perform such other services as may be necessary to maintainthe identity and quality of certified seed.52422.  The director, or any commissioner with the approval of thedirector, may annually enter into a cooperative agreement with aqualified seed certification agency for the services that they areauthorized to perform, based upon the approximate cost of theservices. The approximate cost of the services rendered shall bebased on applications to grow certified seed, and certified seedconditioners' activities within the county, as determined by thecooperating seed certification agency. Upon the request of arecognized seed-certifying agency, the director, through the director's staff or through the commissioners, may perform the servicesauthorized by this article. Compensation for services performed by acommissioner shall be transmitted to the commissioner for suchdisposition as may be directed by the board of supervisors.Compensation for services that are performed by the director shall bepaid into the Department of Food and Agriculture Fund.
