103501.  A county recorder shall issue a certified copy of a foreignbirth or death recorded in the office of the county recorder only asan official record of the county recorder, as defined in subdivision(a) of Section 27300 of the Government Code, and not as a certifiedcopy of a vital record pursuant to Chapter 14 (commencing withSection 103525) of Part 1 of Division 102.103505.  (a) A certification of birth or death outside of the UnitedStates shall not be recorded by the county recorder. (b) This section shall not apply to any court-order-delayed birthcertificate or court-order-delayed death certificate issued pursuantto Chapter 12 (commencing with Section 103450) of Part 1 of Division102.
