117475.  For the purpose of this article the term "garbage" includesany or all of the following: (a) Garbage. (b) Swill. (c) Refuse. (d) Cans. (e) Bottles. (f) Paper. (g) Vegetable matter. (h) Carcass of any dead animal. (i) Offal from any slaughter pen or butcher shop. (j) Trash. (k) Rubbish. ( l) Radioactive waste materials. (m) Discarded, nonbiodegradable materials including plastics ordamaged or broken marine equipment.117480.  Every person who places, deposits, or dumps any garbage inor upon the navigable waters of this state, or who places, deposits,or loads it upon any vessel, with intent that it shall be dumped ordeposited in or upon the navigable waters of this state, or at anypoint in the ocean within twenty miles of any point on the coast lineof the state, is guilty of a misdemeanor.117485.  Every person in charge of any vessel who permits it to beloaded with any garbage with intent that it shall be dumped ordeposited from the vessel in or upon any of the navigable waters ofthis state, or at any point in the ocean, within twenty miles of anypoint on the coast line of the state, is guilty of a misdemeanor.117490.  A vessel upon which any garbage has been loaded with theintent that it shall be dumped or deposited upon any of the waters ofthe ocean where permitted by this article, shall not leave any pointwithin the state unless it shall carry for the entire trip aninspector appointed by the department, or where the point ofdeparture is in a city, then by the city. The inspector shall enforcethis article. Every person in charge of a vessel that is required to have aninspector on board by this article, and that does not carry aninspector during the entire trip, is guilty of a misdemeanor.117495.  Every person in charge of a vessel that is to dump ordeposit radioactive waste materials upon any of the waters of theocean where permitted by this article shall notify the department inwriting at least five days in advance of the dumping or depositing,specifying the intended date of departure and giving otherinformation as may be required by the department. The department maypermit the vessel to leave without the inspector required by Section117490 if it determines that the public health and welfare will notbe endangered thereby. If this permission is granted, the departmentmay require the person in charge of the vessel to submit a certifiedstatement to it, at a time as the department determines, settingforth the time, location, and manner of the dumping or disposal andother information as the department may require.117500.  This article shall not be construed to affect the dischargeof any sewer system.
