13189.  (a) The original and annual renewal fee for any license or acertificate of registration issued pursuant to this chapter shall beestablished by the State Fire Marshal. That fee shall not exceed theamount necessary to cover the costs incurred in the administrationand enforcement of this chapter. (b) A penalty fee equal to 50 percent of the required annuallicense fee or certificate of registration fee shall be added to thefee in all cases where the fee for a renewal is not paid on or beforeNovember 1.13190.  No special fee other than that charged for an ordinarybusiness license shall be charged for any natural person,corporation, firm, or association, by any city, county, city andcounty or fire protection district, for the privilege of performingacts involving servicing, charging or testing of portable fireextinguishers.
