40370.  A regional district may borrow money and incur indebtednessin anticipation of the revenue for the current year in which theindebtedness is incurred or for the ensuing year. Such indebtednessshall not exceed the total amount of the estimate of the tax incomefor either the current year or the ensuing year.40371.  Before the 15th day of June of each year, the regionaldistrict board shall estimate and determine the amount of moneyrequired by the regional district for its purposes during the ensuingfiscal year and shall apportion this amount to the counties includedwithin the regional district, one-half according to the relativevalue of the real property of each county, or that portion thereof,within the regional district as determined by the regional districtboard and one-half in the proportion that the population of eachcounty, or that portion thereof, within the regional district bearsto the total population of the regional district. For the purposes of this section, the regional district boardshall base its determination of the population on the latest officialinformation available to it.40372.  On or before the 15th day of June of each year, the regionaldistrict board shall inform the board of supervisors of each countyof the amount apportioned to the county. Each board of supervisors shall levy an ad valorem tax on thetaxable property, but not including intangible personal property,within the county, or that portion thereof, included within theregional district sufficient to secure the amount so apportioned toit. Such taxes shall be levied and collected together with, and notseparately from, the taxes for county purposes and shall be paid tothe treasurer of each of the counties to the credit of the regionaldistrict.40373.  Taxes levied by a board of supervisors for the benefit of aregional district shall be a lien upon all property within suchcounty, or that portion thereof, lying within the regional districtand shall have the same force and effect as other liens for taxes.Their collection may be enforced in the same manner as liens forcounty taxes are enforced.40374.  (a) (1) At any time prior to the first receipt by a regionaldistrict of revenues from taxation, the counties within the regionaldistrict may loan any available money to the regional district forpurposes of organization and operation, and such expenditures shallconstitute a proper expenditure of county funds. (2) The regional district board shall add the sums of money soborrowed from the counties to the first amount apportioned by theregional district board pursuant to Section 40371, and shall repaythe counties for all money borrowed from the first revenues receivedfrom taxation. (b) A regional district may contract, by a memorandum ofunderstanding, joint powers agreement, or other agreement, with acounty or counties in which the regional district is functioning, toprovide facilities and administrative, legal, health coverage, riskmanagement, clerical, and other support services, including, but notlimited to, those services that the county or counties provided tothe regional district prior to July 1, 1994.40375.  The treasurers of the counties included, in whole or inpart, within a regional district shall pay into the regional districttreasury all funds held by them to the credit of the regionaldistrict.40376.  A regional district treasury shall be in the custody of thecounty treasurer of a county in the regional district designated bythe regional district board, and such treasurer shall be the regionaldistrict treasurer.40377.  A regional district board shall, in carrying out theprovisions of this article, comply as nearly as possible with theprovisions of Chapter 1 (commencing with Section 29000), Division 3,Title 3 of the Government Code.
