40750.  Each district board shall appoint an air pollution control
officer for the district.



40751.  Subject to the direction of the district board, the air
pollution control officer shall appoint district personnel, including
any deputies necessary for the prompt and faithful discharge of the
air pollution control officer's duties.



40752.  The air pollution control officer shall observe and enforce
all of the following:
   (a) This part and Part 4 (commencing with Section 41500).
   (b) All orders, regulations, and rules prescribed by the district
board.
   (c) All variances and standards which the district hearing board
has prescribed.
   (d) All permit conditions imposed pursuant to Sections 42301 and
42301.10.


40753.  The air pollution control officer may observe and enforce
all provisions of Division 12 (commencing with Section 24000) of the
Vehicle Code relating to the emission or control of air contaminants,
except Sections 27157, 27157.5, 27158, and 27158.5.
   In observing and enforcing such provisions of the Vehicle Code,
the air pollution control officer may stop, detain, and inspect any
vehicle on a public highway. Any person who interferes with such
action, or who refuses to stop a vehicle under his control upon the
order, of the air pollution control officer is guilty of a
misdemeanor.
