50523.  (a) Upon the application for assistance from two-thirds of
the owners of mobilehomes in the mobilehome park, the department
shall provide comprehensive technical assistance to the residents
seeking to purchase the mobilehome park in which they reside. The
assistance may include, but shall not be limited to, aiding the
residents to secure proper permits, assisting in the formation of a
residents' organization to take title to the mobilehome park, and
providing advisory assistance in mobilehome park management. To the
extent that its technical assistance resources are limited, the
department shall give priority to requests for assistance from
residents who are persons and families of low or moderate income as
defined in Section 50093.
   (b) In providing comprehensive technical assistance under
subdivision (a), the department shall, to the extent feasible, ensure
that its assistance does not result in the displacement of persons
or families living in a mobilehome park intended for purchase by its
residents.
   (c) The department shall publicize the services described in
subdivision (a) by any means reasonably calculated to notify
mobilehome park residents of their availability.
   (d) The department may charge the residents of a mobilehome park
fees for providing the services described in subdivision (a). The
fees shall not exceed the actual costs to the department for
providing these services.
   (e) Upon receipt of a request for termination of assistance by
two-thirds of the owners of mobilehomes in the mobilehome park, the
department shall cease providing technical assistance to that park.
   (f) In no case shall assistance provided by the department to the
residents of a mobilehome park extend beyond one year of the close of
escrow for the mobilehome park purchased pursuant to this section.
