6580.  Except as provided in Sections 6580.1 and 6580.2, allelections of officers after the formation of the district, whichelections shall be known as "general district elections," shall beheld on the first Tuesday after the first Monday in November in eachodd-numbered year.6580.1.  The election of officers may be consolidated with thedirect primary election if the board of directors passes a resolutionto that effect on or before the first day of August of the precedingodd-numbered year, and states in the resolution those offices ofdirector to be filled at the first consolidated election. The officesthat may be filled at the first consolidated election in thosedistricts whose general district elections are held pursuant to theUniform District Election Law are those offices that would haveexpired on the last Friday of December of the year preceding thedirect primary election and in all other districts are those officesthat would have expired in the year of the consolidated election orin the year next following. Upon a determination to consolidatepursuant to this section, the affected officers shall hold officeuntil the first meeting of the board following the entry of thestatement of the result of the consolidated election on the recordsof the board of supervisors or until the end of the terms for whichthey were elected, whichever is shorter. In the event thisconsolidation procedure is used, all other elective offices shallexpire and be filled in the same manner at the next succeedingconsolidated election. Any vacant office resulting from the operationof this section shall be filled by appointment by the board. If the election of directors is consolidated, and if there is tobe but one person to be elected to the office, the candidatereceiving the highest number of votes cast for the candidates forthat office shall be declared elected. If there are two or morepersons to be elected to the office, those candidates equal in numberto the number to be elected who receive the highest number of votesfor the office shall be declared elected. If a tie vote makes itimpossible to determine which of two or more candidates has beenelected, the governing board shall forthwith notify the candidateswho have received the tie votes to appear before it either personallyor by representative, at a time and place designated by thegoverning body. The governing body shall then determine the tie bylot and the results thereof shall be declared by the governing body.The candidate so chosen shall qualify, take office and serve asthough elected at the preceding general district election. For consolidated elections, candidates shall declare theircandidacy and shall be nominated, election returns shall becanvassed, the election shall be held and conducted, the resultsshall be declared, and the certificates of election shall be issued,in the same manner as the declaration of candidacy, nomination,election, canvassing of returns, declaration of results, and issuanceof certificates of election for county officers are made, declared,held, and conducted, and issued, so far as consistent with theprovisions of this section. Directors elected under this section,except the first board of directors, shall take office at the firstmeeting of the board following the entry of the statement of theresult of the consolidated election on the records of the board ofsupervisors. Elections held under this section at the time of thedirect primary election and consolidated therewith shall be known asthe general district election, and each other election in a districtholding elections under this section which may be held by authorityof this law, the Elections Code, or other law applicable thereto,shall be known as a special district election. Part 3 (commencing with Section 10400) of Division 10 of, andSection 10515 of the Elections Code shall apply to everyconsolidation under this section.6580.2.  An officer elected or appointed pursuant to Section 6580.1shall hold office until the election or appointment and qualificationof his or her successor. A district that has determined to consolidate its general districtelections with the direct primary election may thereafter determineto conduct its general district elections pursuant to the UniformDistrict Election Law. In such event, the district board shall, atany time on or before July 15 of any odd-numbered year, adopt aresolution to that effect. A certified copy of the resolution shallbe filed with the county elections official no later than July 20 ofthat year. Thereafter, the terms of each elective officer shall bedetermined pursuant to Section 10507 of the Elections Code, and,commencing with the first Tuesday after the first Monday in Novemberof said year, all subsequent general district elections shall be heldin the time and manner set forth in the Uniform District ElectionLaw.6585.  The nominating petition may be upon one or more sheets ofpaper. Each petition shall contain the name of only one candidate whoshall be a resident elector of the district.
