530. In any military academy, having not less than 80 malestudents, uniformed, drilled, and instructed in strict accordancewith the tactics of the regular United States Army, and in which theinstruction is conducted in accordance with military principles, themilitary instructor or instructors or professors of military scienceand tactics of such academy regularly elected or appointed by theboard of trustees or other lawful authority of the academy, may becommissioned in the California Cadet Corps with the rank of major orlower rank. Such officers shall exercise no authority or commandexcept as military instructor or instructors or professors ofmilitary science and tactics of such academy. Such commissions shallbe granted and may be revoked by the Adjutant General, under suchrules and regulations as he may prescribe.531. The Adjutant General may enter into a cooperative agreementwith the City of Oakland and a school district for the purposes ofestablishing an Oakland Military Institute. The program will be anonresidential military institute that would provide a structured,disciplined environment that would be conducive to learning in acollege preparatory environment. In addition to academic skills,students would develop leadership, self-esteem, and a strong sense ofcommunity.
