21560.  The provisions of this article shall apply to contracts by aMetropolitan Water District, as provided for in Chapter 209 of theStatutes of 1969.21561.  As used in this article, "public corporation" means andincludes the United States or any other public agency thereof or thisor any other state or any political district or subdivision thereof.21562.  A district may join with one or more other public or privatecorporations (within or without this state) for the purpose ofcarrying out any of its powers, and for that purpose may contractwith any such other public or private corporation to financeacquisitions, constructions, and operations.21563.  Any contract with any other public or private corporationpursuant to Section 21562 may provide for contributions to be made byeach party and for the division and apportionment of the expenses ofsuch acquisitions and operations, and the division and apportionmentof the benefits, services, and products from the contract. Any suchcontract may provide for an agency to effect such acquisitions andcarry on such operations, and shall provide in the powers and methodsof procedure for such agency the method by which such agency maycontract. Any such contract may contain such other and furthercovenants and agreements as may be necessary and convenient toaccomplish such purposes.21564.  The board may prescribe methods for the construction ofworks and for the letting of contracts for the construction of works,structures, or equipment, or for the performance or furnishing oflabor, materials, or supplies required for the carrying out of any ofthe purposes of this act.21565.  Whenever any work is not to be done by the district itselfby force account, and the amount involved shall be twenty-fivethousand dollars ($25,000) or more, the board shall provide for theletting of contracts to the lowest responsible bidder, afterpublication of notices inviting bids, but subject to the right of theboard to reject any and all proposals.21566.  The board, in advertising for bids and in letting contractsas provided in Section 21565, may require that all articles furnishedto the district pursuant to such contracts be manufactured,produced, or fabricated in the United States or its territories, andmay prohibit the use in, or employment in connection with, thecarrying out of such contracts by the contractor or anysubcontractor, of all machinery or materials except those which havebeen manufactured, produced, or fabricated in the United States orits territories, if they are determined by the board to be available.21567.  (a) Notwithstanding the requirements of Section 21566,contracts, in writing or otherwise, may be let without advertisingfor, or inviting bids, when any repairs, alterations, or other work,or the purchase of materials, supplies, equipment, or other propertyis deemed by the board to be for an emergency. (b) In case of an emergency, if notice for bids to let contractswill not be given, the board shall comply with Chapter 2.5(commencing with Section 22050).
