21570. The provisions of this article shall apply to contracts by
the Madera County Flood Control and Water Conservation Agency, as
provided for in Chapter 916 of the Statutes of 1969.

labor, and do all acts necessary for the full exercise of its purpose
and powers. Those contracts determined by the board to be let for
bid shall be in accordance with rules and regulations adopted by the

conditioned upon the faithful performance of the contract, and upon
the payment of the claims for labor and material, the bonds to
contain the terms and conditions set forth in Title 15 (commencing
with Section 3082) of Part 4 of Division 3 of the Civil Code, and to
be subject to the provisions of that title. The board shall also have
the right to reject any and all bids, and readvertise for new bids,
or by a two-thirds vote may elect to undertake the work by force
