102140.  The board may establish an advisory commission to the boardpursuant to this article.102141.  The commission shall be composed of three persons appointedby the legislative body of each voting entity. At least one of thethree persons appointed by each voting entity shall be a sittingmember of the voting entity's legislative body. Persons appointed tothe commission shall serve at the pleasure of their appointing body.102142.  The commission shall meet as often as the board deemsnecessary, but at least twice annually, and shall advise the board onmatters of district policy, including the administrative, fiscal,and operational policies of the district and their relation to theadministrative, fiscal, and operational policies of the cities andcounties in which the district is operating, levels of service, andallocation of the districts financial resources. The commission shallhave such other advisory duties as may be provided by the boardpursuant to this part.
