11581.  Legislative bodies of half or more of the public agenciesproposed to be included in the proposed district may pass resolutionsdeclaring that in their opinion public interest or necessity demandsthe creation and maintenance of a municipal utility district to beknown as the "(giving the name) municipal utility district."11582.  The resolutions may state the kind of utility proposed to befirst acquired, but failure to acquire such utility shall not affectthe validity of the district. They shall describe the exteriorboundaries of the proposed district, except that if it is intended toorganize the district of public agencies only, a statement of thenames of such public agencies is a sufficient and legal descriptionof the district.11583.  Certified copies of the resolutions shall be presented tothe board of supervisors of the county containing the largest numberof voters within the proposed district, requesting that board ofsupervisors to call an election without delay for determining whetherthe district will be created.
