SECTION 12921-12922



12921.  The Improvement Act of 1911 may be used by a district formed
pursuant to this division for the construction of water facilities.
In the application of said improvement act to proceedings instituted
by such district, the terms used in said improvement act shall have
the following meanings:
   (a) "City council" and "council" mean the board of the district.
   (b) "Municipality" and "city" mean district.
   (c) "Clerk" and "city clerk" mean secretary of the board.
   (d) "Superintendent of streets," "street superintendent" and "city
engineer" mean the engineer appointed by the district to perform the
engineering work for the assessment district.
   (e) "Tax collector" means county tax collector.
   (f) "Treasurer" and "city treasurer" mean the person or officer
who has charge of and makes payment of the funds of the district.
   (g) "Right-of-way" shall mean any parcel of land over which the
district shall have an easement for the purpose of constructing or
maintaining water or sewer lines.



12922.  The powers and duties conferred by the Improvement Act of
1911 on boards, officers and agents of cities shall be exercised by
the respective boards, officers and agents of the district.
