28810. The officers of the district shall consist of the members ofthe board of directors; a president and a vice president of theboard, each of whom shall be a member of the board; a secretary, ageneral manager, a general counsel, a treasurer, a controller, andsuch other or subordinate officers, assistants, and deputies as theboard may deem necessary and provide for by ordinance or resolution. The general counsel shall be a person admitted to practice law inthe Supreme Court of California and shall have been actively engagedin the practice of law for not less than ten (10) years nextpreceding his appointment. The person appointed controller shall have been actively engagedin the practice of accounting for not less than seven (7) years nextpreceding his appointment.28811. The secretary, general manager, general counsel, treasurer,and controller shall be appointed by and may be removed by theaffirmative votes of a majority of the members of the board ofdirectors. All other officers and employees shall be appointed by thegeneral manager and shall serve at his pleasure, subject to theprovisions of this part relating to personnel.28812. The compensation of all district officers and employees,except as otherwise provided in this part, shall be fixed byordinance or resolution of the directors.28813. The board may consolidate any of the district offices in oneperson.28814. The oath of office of all officers appointed by the board ofdirectors or by the general manager of the district shall be taken,subscribed, and filed with the secretary of the district at any timeafter the officer has notice of his appointment but not later thanfifteen (15) days after the commencement of his term of office. Noother filing is required.28815. Each officer shall give such bond and in such amount as theboard may require.28816. Article 4 (commencing at Section 1090), Chapter 1, Division4, Title 1, of the Government Code shall apply to all officers andcontracts of the district.28817. The treasurer shall be the custodian of the funds of thedistrict and shall make payments only upon warrants duly andregularly signed by the general manager. He shall keep an account ofall receipts and disbursements. With the approval of the board, thetreasurer and general manager may designate alternates to act forthem.28818. With the consent of the board, the treasurer may: (a) Authorize any state or national bank in this state, afederally chartered or state chartered savings and loan association,or a trust company authorized to act as such in this state, toreceive as his agent deposits of any securities acquired by thedistrict. (b) Place and maintain for safekeeping with any state or nationalbank in this state, a federally chartered or state chartered savingsand loan association, or a trust company authorized to act as such inthis state, any securities owned by the district. (c) Make deposits of securities for safekeeping pursuant to theprovisions of Section 53608 of the Government Code. The financial institution selected shall have a total paid-incapital of at least one million dollars ($1,000,000). The treasurershall take from the financial institution a receipt for thesecurities, and neither the treasurer nor the district is responsiblefor the custody and safe return of the securities until they arewithdrawn from the financial institution by the treasurer. Anyfinancial institution to which securities are delivered, either asagent or depositary for the treasurer, shall make such disposition ofthe securities as the treasurer directs and is responsible only forstrict compliance with written instructions given to it by thetreasurer. All such securities are at all times subject to the orderof the treasurer.
