1430. For the purposes of this article, "subway" includes tube ortunnel.1431. Whenever in the interests of commerce, for the benefit of theresidents of the county, or for the purpose of expediting travelbetween points on opposite sides of any navigable body of water, theboard of supervisors of any county finds it advisable to constructfor the public use any subway under any such navigable body of water,at a location determined upon by the board, the board shall call anelection and submit to the electors of the county the questionwhether bonds of the county will be issued and sold for the purposeof constructing such a subway.1432. The order calling such an election shall be valid andeffectual when signed by two-thirds of the members of the board. Theelection shall be held and the bonds issued in accordance with theprovisions of law governing county bond elections and the issuance ofcounty bonds.1433. The board of supervisors of any county may, for the purposeof ascertaining the probable expense of any proposed subway, expendout of the county general fund a sum not exceeding thirty-fivehundred dollars. When any such proposed subway reaches partly intoone county and partly into another, such counties shall equallydivide the expenditure necessary to ascertain the probable expense ofany such proposed subway, but such expenditure shall not exceed inthe aggregate the sum of thirty-five hundred dollars.1434. Whenever any such subway is proposed to be constructed underany navigable body of water forming the dividing line betweencounties, the boards of supervisors of each of the counties intowhich any such subway will reach shall first agree as to whatportions of the expense of such subway will be paid by each county.Thereafter the board of each county may take the proceedings itconsiders proper under the provisions of this article.1435. Such a subway shall not be constructed under any navigablebody of water forming the dividing line between counties, unless allthe counties into which such subway reaches first authorize such workand also authorize the issue of bonds therefor in the mannerprovided in this article.1436. Whenever any such proposed subway will reach within thelimits of any city, if the governing body of each such city and theboard of supervisors of the county in which each such city issituated first so agree, the board of supervisors may call anelection and submit to the electors of the county, in the mannerprovided in this article, the question whether bonds of the countywill be issued and sold for the purpose of constructing such a subwayin the manner prescribed in this article.
