5320. Notwithstanding the terms and provisions of any other sectionof this division, the provisions of this chapter shall apply to andgovern the assessment of property owned by the State of California orany department thereof.5321. All real property acquired by the State of California or anydepartment thereof is property subject to assessment in proceedingsconducted under this division, except real property which is acquiredprior to the filing in the office of the county recorder of a copyof the map of the assessment district pursuant to Section 3111 andwhich is located within the right-of-way of a state highway orproposed state highway. For the purposes of this section, propertyshall be deemed to have been acquired upon the vesting of title, orthe filing of a condemnation action, whichever occurs first. Thelocal agency shall notify the Department of Transportation of anyproceedings or hearings to be held relative to the establishment of amap of the assessment district pursuant to Section 3111.5322. The State of California or any department thereof that hasjurisdiction over any real property subject to assessment as providedin this chapter shall pay the amount of money assessed against suchreal property together with any interest as herein provided. If theState of California or the department thereof having jurisdiction ofthe real property does not pay the amount of money so assessedagainst such property on or before the end of the second fiscal yearfollowing the date when the notice of assessment is recorded pursuantto Section 3114, the owner of such assessment shall, within sixmonths after the end of the second fiscal year, have the right tofile a claim against the State of California in the manner providedin Chapter 1 (commencing with Section 900) and Chapter 2 (commencingwith Section 910) of Part 3 of Division 3.6 of Title 1 of theGovernment Code, and neither any provision of those chapters nor anystatute of limitation nor any other statutory provision shall bar thefiling of such a claim within such six-months' period.5323. The State of California or any department thereof havingjurisdiction over any real property subject to assessment as providedin this chapter shall have the same right provided for in thisdivision or other applicable law to pay the amount of money assessedagainst such real property without interest as does a private personowning property assessed under this division or such other law.5324. Neither the State of California nor any department thereofthat has jurisdiction over any real property assessed, as hereinprovided, shall be obligated to make payment thereof until theLegislature has appropriated the amount necessary to make payment ofsuch assessment.5325. If the State of California or such department thereof doesnot pay the amount of money assessed within 30 days after theeffective date of the legislation making the appropriation to pay theassessment, the amount of money assessed shall bear interest at therate of 6 percent per annum until paid, commencing with the 31st dayafter the effective date of such appropriation.
