31585.  The provisions of this chapter are in addition to theprovisions of Sections 31388 and 31389, the provisions of Sections31500 to 31548, inclusive, and the provisions of Sections 31575 to31577, inclusive.31586.  Division 4 (commencing at Section 2800) of the Streets andHighways Code shall not be applicable to the formation of anyimprovement district pursuant to this chapter.
