76500.  Chapter 166 of the Statutes of 1929 and Chapter 1020 of theStatutes of 1931 are repealed.76501.  The repeals effected by this part shall not be construed todeprive any person or entity of any substantial right which wouldhave existed or hereafter exist had such repeal not been effected.
