Any open air theater, shopping center or other development, generating large volumes of traffic, in respect of which a certificate of operation has been issued under section 14-311 by the State Traffic Commission, or any such open air theater, shopping center or other development in operation on July 1, 1967, shall not increase its parking facilities by fifty or more parking spaces without first procuring a new certificate of operation from the State Traffic Commission under section 14-311.
