6.090 Charge -- What to contain. Any member of the General Assembly may make the charge against the offender in <br>writing, and shall specify the offense in ordinary and concise language, and in such <br>manner as to enable a person of common understanding to know what is intended, and <br>with such degree of certainty as to enable the General Assembly, or either house, to <br>pronounce judgment on the charge.
