11.100 Right to information -- Access to records. Any person employed by the Governor under the provisions of KRS 11.070 may, when <br>authorized in writing by the Governor, require information on oath of any person <br>touching any matter relative to any account which he is required to examine, study or <br>audit. Any person having such written authority shall also have free and full access to all <br>books, files, records and accounts of every agency of the state, useful for the full and <br>complete performance of the duties assigned to him by the Governor.
