96.911 Definitions for KRS 96.910 to 96.927. As used in KRS 96.910 to 96.927, unless the context otherwise requires: <br>(1) &quot;City&quot; means an incorporated municipality of any class and a county that has adopted an urban-county government, except those communities served by a <br>metropolitan sewer district, under the provisions of KRS Chapter 76; (2) &quot;Governing body&quot; means the municipal legislative body of a city; <br>(3) &quot;Cabinet&quot; means the Energy and Environment Cabinet; <br>(4) &quot;Sewer&quot; means any structure or installation for the drainage of liquid wastes, but only insofar as they relate to sanitation and the control of water pollution, as <br>distinguished from the drainage of storm or surface waters; however, where both <br>functions are carried out by the same system, it is to be construed as a sewer; (5) &quot;Natural drainage area&quot; means any geographical area within which liquids flow by gravity to a common point, which is necessary, reasonable, or practicable from the <br>standpoint of sewage treatment and disposal, as approved by the cabinet.
