96.916 Standards for establishing charges. In prescribing schedules of charges, and in determining the aggregate of revenues <br>required to be raised, the governing body shall consider the cost and value of existing, <br>planned and foreseeably needed sewer facilities, the cost of operation and maintenance, <br>repairs, replacements, extensions and improvements, and financial requirements for the <br>proper servicing of existing and prospective borrowings which may be necessary, or <br>desirable.
