98.110 Awarding of contracts -- Commission may do part of work. All work done or supplies or materials purchased in carrying out the purposes of KRS <br>98.040 to 98.170, when involving an expenditure of five hundred dollars (&#36;500) or more, <br>shall be by contract awarded to the lowest and best bidder. All bids or parts of bids for <br>any such work or supplies may be rejected by the commission. Any commission may, <br>with the consent of four (4) of its members, do any part of its work by day labor under <br>such conditions as it may prescribe, when such procedure is recommended in writing by <br>the superintendent of construction.
