98.110 Awarding of contracts -- Commission may do part of work. All work done or supplies or materials purchased in carrying out the purposes of KRS <br>98.040 to 98.170, when involving an expenditure of five hundred dollars ($500) or more, <br>shall be by contract awarded to the lowest and best bidder. All bids or parts of bids for <br>any such work or supplies may be rejected by the commission.
