99.460 Modification of development plan. If a proposal by an agency to modify a development plan is made in writing to the <br>planning commission and the council of the community, the planning commission and <br>council shall consider the proposed modification, and if they approve such modification <br>in writing, the development plan shall be changed accordingly. No modification of a plan <br>shall affect, without the written consent of the owner or lessee, as the case may be, any <br>property previously sold, leased, or exchanged by the agency.
