171.190 Merit system of employment to be used. All appointments of personnel and the tenure thereof to the department and to such <br>libraries, cities, towns, counties and school districts participating in or benefiting by the <br>provisions of the federal grants for library service shall be based on merit without regard <br>to political consideration.
