184.100 Approval of plans and specifications by board -- Preliminary costs. Upon qualification of the members of the board of directors, the board shall take up with <br>its engineer the plans and specifications proposed for the construction or maintenance of <br>the road, and may make such changes therein as may, within the scope of the <br>improvement or maintenance petition for, appear necessary. The cost of preparation of <br>such plans and specifications and any other reasonable costs borne by the sponsors of the <br>project prior to the organization of the district which are properly proved by vouchers <br>shall be included in the cost of construction of the project and shall be repaid to such <br>sponsors out of moneys collected or received for the construction of such project.
