The Department of Vehicle Regulation, in cooperation with the Department of Kentucky <br>State Police, shall ensure that the automated vehicle registration and titling system <br>provided for by this chapter will be designed, equipped, and operated so that, under <br>normal conditions, the system will withhold production of a certificate of title until the <br>vehicle identification number of a vehicle for which a title is sought, and when present, <br>its license number has been automatically compared against the Law Information <br>Network Kentucky (LINK) and, unless it refuses to permit such an arrangement, the <br>National Crime Information Center (NCIC) computerized listing of vehicles reported <br>stolen, and a "no stolen report" or its equivalent is received.
