The cabinet is authorized to utilize and promote available or potential community <br>resources for the delivery of services and shall, when it deems appropriate, contract for <br>services with local, community, and private agencies when services would not otherwise <br>be available without cost. The cabinet and local, community, and private agencies <br>operating on contract with the cabinet may charge for services rendered when this would <br>be in accordance with applicable state law.
