23-115. Temporary zoning regulations; procedure.In a county which, prior to January 1, 2000, has appointed a planning commission and is preparing or has adopted a comprehensive development plan that has not been implemented, a county board may adopt temporary zoning regulations by resolution after appropriate notice and hearing. Notice of the hearing shall be given in a newspaper of general circulation in the county at least one time at least ten days prior to the hearing. A copy of the proposed temporary zoning regulations, including any resolution, map, or regulations, shall be available for inspection during regular business hours at the office of the county clerk at least ten days prior to the hearing.
