32-718. New political party for congressional district, county, or city; formation; procedures.New political parties may be formed for a congressional district, a county, or a city. Any person desiring to form a new political party for a congressional district, a county, or a city shall follow the procedures set out in section 32-716, except that:(1) The requirement for signatures to be obtained from registered voters in each of the three congressional districts shall not apply to this section;(2) Petitions for new county or city political parties shall be filed with the election commissioner or county clerk, and the election commissioner or county clerk shall perform the duties imposed upon the Secretary of State by section 32-717; and(3) Petitions for formation of a new city political party shall be filed no later than February 1 before the city primary.
