Rules and regulations.The department shall adopt and promulgate rules and regulations to:(1) Determine rabid species of animals;(2) Determine rabid species of animals amenable to rabies protection by immunization; and(3) Determine tests for identifying animals afflicted with rabies.When adopting and promulgating such rules and regulations, the department shall consider the general knowledge of the medical profession and related scientific fields, the compendium, and the recommendations of the United States Public Health Service.
