79-1160. State Department of Education; adopt rules and regulations.The State Department of Education shall adopt, promulgate, and publish rules and regulations necessary to carry out the Special Education Act. Such rules and regulations shall include, but not be limited to, the regulation of costs under section 79-1152, limitation of the program to children with disabilities who require residential care in order to receive an appropriate special education program, and provisions for contracts with the Department of Health and Human Services to assist in the administration of the act.
