In this chapter:
   I. ""Commissioner'' means the commissioner of agriculture, markets, and food.
   II. ""Dealer'' means a person who purchases ginseng for purposes of resale.
   III. ""Department'' means the department of agriculture, markets, and food.
   IV. ""Ginseng'' means any part of the plant known as wild American ginseng (Panax quinquefolius L.).
   V. ""Grower'' means a person who cultivates ginseng for export, either interstate or international.
   VI. ""License year'' means the period beginning on July 1 of a given year and ending on the following June 30.
