This Article shall be in full force and effect from and after January1, 1940: Provided, that the provisions of G.S. 106‑139 shall becomeeffective on April 3, 1939, and thereafter the Commissioner of Agriculture isauthorized hereby to conduct hearings, and the Board is authorized topromulgate regulations which shall become effective on and after the effectivedate of this Article as the Board shall direct.
