Insofar as any of the State departments or agencies shall have to dowith the testing, development, production, certification and distribution offarm crop seeds, such departments or agencies shall actively cooperate with thesaid Board in carrying out the purposes of this Article. The said Board shallhave authority to make, establish and promulgate all needful rules andregulations, for certification necessary for the proper exercise of the dutiesconferred upon said Board and for the carrying out the full purposes of thisArticle.
