The purpose of this Article is to improve vegetable production in NorthCarolina and to enable vegetable producers to secure vegetable plants fortransplanting that are free from diseases and insects, and in order to preventthe spread of diseases and insects affecting the future stability of thevegetable industry and the general welfare of the public.
