No county or regional fairs shall be licensed to be held unless suchfair is operated under supervision of a local board of directors who shallemploy appropriate managers, who shall be responsible for the conduct of suchfair, and otherwise comply with the standards, rules and regulationspromulgated by the Commissioner of Agriculture. The Commissioner ofAgriculture, with the advice and approval of the State Board of Agriculture,shall make rules and regulations requiring county and regional fairs toemphasize agricultural, educational, home and industrial exhibits by providingadequate premiums.
