For the purpose of raising reasonable and necessary funds for producerparticipation in the operations of the agency set up under farmer sponsorshipfor the promotion of export trade in flue‑cured tobacco and the use oftobacco everywhere, it is proper, desirable, necessary and in the publicinterest that the farmers in this State engaged in the production of flue‑curedtobacco shall have the opportunity and privilege of participating in areferendum to be held as hereinafter provided, in which referendum there shallbe determined the question of whether or not the farmers of the State engagedin the production of flue‑cured tobacco shall levy upon themselves anannual assessment for the purposes herein stated.
