The Department is delegated as the State agency to represent NorthCarolina in any agreements, negotiations, or conferences with authorizedagencies of adjoining or other states, or agencies of the federal government,relating to the joint administration or control over the surface or undergroundwaters passing or flowing from one state to another under the provisions ofthis section.
