(a) A person applying for a hunting license may make a voluntarycontribution of fifty cents (50¢) to the Wildlife Resources Commission for thepurpose of funding a hunter safety education program.
(b) The Wildlife Resources Commission shall deviseadministrative procedure for the collection of all contributions donatedpursuant to the provisions of this act and shall collect and use thecontributions to fund and provide for a hunter safety education program.
