§ 113‑37. Legislative authority necessary for payment.
Nothing in this Article shall operate or be construed as authority forthe payment of any money out of the State treasury for the purchase of lands orfor other purposes unless by appropriation for said purpose by the GeneralAssembly. (1915, c. 253, s. 21/2; C.S., s. 6126.)
