Nothing in this Article shall in any way affect nor detract fromspecific statutory obligations of any State agency
(1) To comply with criteria or standards of environmentalquality or to perform other statutory obligations imposed upon it,
(2) To coordinate or consult with any other State agency orfederal agency, or
(3) To act, or refrain from acting contingent upon therecommendations or certification of any other State agency or federal agency. (1971, c. 1203, s. 7.)
