This Part shall be deemed to provide an additional and alternativemethod for the doing of the things authorized hereby and shall be regarded assupplemental and additional to powers conferred by other laws, and shall not beregarded as in derogation of or as repealing any powers now existing under anyother law, either general, special or local; provided, however, that theissuance of revenue bonds or refunding revenue bonds under the provisions ofthis Part need not comply with the requirements of any other law applicable tothe issuance of bonds and provided, further, that all general, special or locallaws, or parts thereof, inconsistent herewith are hereby declared to beinapplicable to the provisions of this Part.
