Any holder of obligationsissued under the provisions of this Chapter or any coupons appertainingthereto, and the trustee under any trust agreement or resolution authorizingthe issuance of such obligations, except to the extent the rights herein givenmay be restricted by such trust agreement or resolution, may, either at law orin equity, by suit, action, mandamus or other proceeding, protect and enforceany and all rights under the laws of the State or granted hereunder or under suchtrust agreement or resolution, or under any other contract executed by theAgency pursuant to this Chapter, and may enforce and compel the performance ofall duties required by this Chapter or by such trust agreement or resolution tobe performed by the Agency or by any officer thereof.
