§ 122A‑5.11.  Councilmembership; compensation; procedures.

(a)        The HousingCoordination and Policy Council shall consist of 15 representatives, asfollows:

(1)        One member of theN.C. Housing Partnership who is experienced with housing programs for low‑incomepersons, as designated by the chair.

(2)        One member of theCommunity Development Council who is experienced with federal, State, and localhousing programs, as designated by the chair.

(3)        One member of theN.C. Housing Finance Agency Board of Directors who is experienced with realestate finance and development, as designated by the chair.

(4)        One member of theWeatherization Policy Advisory Council who is experienced with communityweatherization programs, as designated by the chair.

(5)        One member of theState protection and advocacy agency designated under the DevelopmentalDisabilities Assistance and Bill of Rights Act 2000, P.L. 106‑402, who isfamiliar with the housing needs of the disabled.

(6)        The executivedirector of the Commission of Indian Affairs, or a designee familiar withIndian housing programs.

(7)        The AssistantSecretary of Community Development and Housing, or a designee familiar withhousing programs related to community development and housing functions.

(8)        The director of theDivision of Aging, or a designee familiar with the housing programs of theDivision.

(9)        The executivedirector of the N.C. Housing Finance Agency, or a designee familiar with thehousing programs of the Agency.

(10)      The director of theDivision of Mental Health, or a designee familiar with housing for those withmental disabilities.

(11)      The executivedirector of the N.C. Human Relations Commission, or a designee familiar withfederal and State fair housing laws.

(12)      The head of the AIDSCare Branch, or a designee familiar with the housing programs of the Divisionof Adult Health Promotion.

(13)      The director of theOffice of Economic Opportunity, or a designee familiar with programs for thehomeless.

(14)      Two members ofnonprofit organizations who are experienced with housing advocacy for low‑incomepersons and State and federal housing programs.

(b)        All members exceptthose serving ex officio shall be appointed by the Governor. The Governor shalldesignate one member of the Council to serve as Chair.

(c)        The initial membersof the Council other than those serving ex officio shall be appointed to servefor terms of four years and until their successors are appointed and qualified.Any appointment to fill a vacancy created by resignation, dismissal, death, ordisability of a member shall be for the balance of the term.

(d)        Members of theCouncil may receive per diem and necessary travel and subsistence expenses inaccordance with the provisions of G.S. 138‑5.

(e)        A majority of theCouncil shall constitute a quorum for the transaction of business.

(f)         All clerical andother services required by the Council shall be supplied by the Housing FinanceAgency. (1993,c. 321, s. 305(d); 1995, c. 263, s. 1; 2007‑323, s. 19.1(d).)
